Turning the chart is used routinely with horary questions ... but not a regular part of looking at a character analysis. You're not quite explaining it right, but that's okay ... unless you are going to do a lot of horary charts, you don't need to be familiar with it.
(horary astrology does a chart for the birth of a question, and looks for answers to that question within the chart).
